What does the size mean?

M6 x 25mm means it fits an M6 bolt and is 25mm across.

Penny washer or flat washer?

Penny washers have a much larger outside diameter for spreading load on soft materials or bridging big holes. Form A washers are the standard choice under nuts and bolt heads.

Are they suitable for outdoor use?

Bright zinc plating is for internal and dry use. For external work, use galvanised or stainless steel washers.
